Russian Crude Oil Imports to the EU Embargo: Database of February 2025 Violations

In February 2025, 7 violations of the EU embargo on seaborne imports of Russian crude oil from the Black Sea were recorded. Three were involved the delivery of crude oil to a transshipment point in the Laconian Gulf off the coast of Greece and near Romania. Four direct voyages were made to the ports of the EU countries. In February 2024, a total of 736.771 tons of Russian crude oil were delivered to the EU in violation of the embargo.

In February 2025, 10 violations of the EU embargo on seaborne imports of Russian petroleum products (excluding crude oil) from the Black Sea were recorded. 7 of violations involved the delivery of petroleum products to a transshipment points off the coasts of Greece and Romania. 3 direct voyages were made to the ports of the EU countries. In February 2025, 376.721 tons of Russian petroleum products were delivered in violation of the embargo.

In February 2025, 181 violations of the export of Russian crude oil and petroleum products from the Black Sea were recorded. 12.9 mln tons of Russian crude oil, Kazakh crude oil by the Caspian Pipeline Consortium (CPC) and petroleum products were delivered through the Russian ports of the Black Sea.

In January 2025, 682.842 tons of Russian petroleum products were delivered in violation of the embargo.

The situation in the Black Sea in the coming year will remain volatile with a tendency towards increased military risks. This will amplify the risks to the EU countries in the Black Sea – Romania and Bulgaria – as well as to Moldova and Turkey. Over the years of the Crimean Peninsula occupation, Russia has established a powerful land force there, including modern missile and aviation branches of its armed forces, with a developed logistics infrastructure for supplying troops, including through transport links with the Russian mainland – both via sea vessels and the so-called Crimean Bridge.

In December 2024, 923.547 tons of Russian petroleum products were delivered in violation of the embargo.

While in August 2024 we did not record any tankers heading east from Russian Baltic ports around Africa, bypassing the Suez Canal and the Red Sea, in September there were already 7 such cases, and in October – 13 ones.
