Maritime Exports of Russian Petroleum Products Through its Baltic Sea Ports: April 2026 Database

The Monitoring Group of the Black Sea Institute of Strategic Studies and BlackSeaNews reports on the results of its own monitoring of maritime export of Russian petroleum products from the Baltic Sea in April, 2026.
In April 2026, 68 petroleum products tanker voyages were made from Baltic Sea ports. Export volume was 3.3 million tons.[1]
Importing Countries
The petroleum products were delivered to ports in 15 countries. In addition, three tankers transferred their cargo at offshore ship-to-ship transfer locations in the Mediterranean Sea.
The countries with the largest imports of Russian petroleum products from the Baltic Sea can be found in Chart 2.
Flags
In April 2026, tankers operating under the flags of Liberia, Marshall Islands, and Panama accounted for the largest number of voyages carrying petroleum products from the Baltic Sea, representing 51% of all such voyages.
The distribution by flag state is presented in Chart 3.
Shipowners
The majority of tankers transporting Russian petroleum products from the Baltic Sea were owned by Greek shipowners. More detailed information is provided in Chart 4.
Sanctions
Sanctions have been imposed on 20 out of 68 tankers.[3]

[1]Export volumes of crude oil and petroleum products are presented in the charts using the DWT (deadweight) metric. Deadweight refers to a vessel’s total carrying capacity in tons, and includes the combined weight of cargo, fuel, oil, technical and drnking water, passengers with baggage, crew, and provisions. When analyzing shipments of large volumes of crude oil and petroleum products, this convention does not materially affect the results. Even for tankers with a deadweight of 100,000–150,000 tons, the weight of fuel, water, provisions, and a relatively small crew amounts to only a few hundred tons and therefore does not significantly influence the analysis.
[2]Some tanker voyages involving different types of tankers may be related to the transportation of cargoes other than petroleum products, such as fertilizers and vegetable oil. Since Russia removed all cargo information from public access at the beginning of the war against Ukraine, it is impossible to distinguish such voyages in the database. However, according to our estimates, voyages involving tankers carrying cargoes other than petroleum products account for no more than 4–5% of all voyages.
[3]The database contains information on sanctions imposed by Ukraine, the EU, the UK, the US and Canada. Sanctions from other countries were not analyzed.
