Based on the results of our own monitoring (see Table 1), the Monitoring Group of the Black Sea Institute for Strategic Studies and the BlackSeaNews presents the database of 2024 Russian Missile and Unmanned Aerial Vehicle (UAV) Attacks on the Regions of Ukraine from the Occupied Crimea.

In January 2024, the Russian Armed Forces (RAF) continued to strike all of Ukraine, using the temporarily occupied territory (TOT) of the Autonomous Republic of Crimea (ARC) and the adjacent Black Sea as launchpads for strike and reconnaissance drones, and cruise and ballistic missiles.

As predicted, Russia has increased the share of Shahed-136/131 attack drones in its strike arsenal, primarily due to the start of its mass production within the country. In addition, according to available data, as the Russian Federation is experiencing a certain shortage of precision weapons, the use of attack drones can reduce the cost of the process, compensate for the shortage and deplete the Ukrainian air defense system.

In January 2024, the Russia’s main targets on mainland Ukraine remained industrial and agricultural infrastructure and military-industrial enterprises. However, unlike last year when it were mostly energy infrastructure facilities that were attacked, due to the current stalemate at the front, in an attempt to change it, the drones and missiles have now been used mainly for the direct strikes at military facilities near the frontline.

In January 2024, the Russian Armed Forces used at least:

  • 3 units of Kalibr sea-launched cruise missiles from ships of the Russian Black Sea Fleet. The use of the Kalibr was recorded for the first time after a long break, i.e., since September 25, 2023

  • 9 Iskander-type ballistic missiles (P-800 Oniks anti-ship missiles were not used in January 2024)

  • 223 Shahed-136/131 strike UAVs (launched from Crimea and from the regions of the Russian Federation together); there were no separate attacks by strike UAVs of this type from Crimea, without simultaneous launches from the Russian Federation, in January

  • 8 attack UAVs of other types (Lancet)

  • 6 reconnaissance UAVs of various types (ZALA, Merlin-BP, Orlan-10).
