Moldova ranks 83rd in the World Bank’s report Doing Business-2013, being placed between Kuwait and Croatia in the rating. Over the past year, Moldova went down two positions in the top.

In a series of annual reports - Doing Business presents quantitative indicators on business regulations and the protection of property rights that can be compared across 185 economies, from Afghanistan to Zimbabwe, over time. It measures and tracks changes in regulations affecting 10 areas in the life cycle of a business: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts and resolving insolvency.

Globally, Moldova stands 16th in the ranking of 185 economies on the ease of registering property. The rankings for comparator economies and the regional average ranking provide other useful information for assessing how easy it is for an entrepreneur in Moldova to transfer property. At the same time, the country recorded good indexes in terms of enforcing contracts (26th position in the top) and getting credits (40th position in the ranking).

Moldova attained the worst results in dealing with construction permits (the 168th position), in getting electricity (161st position) and trading across borders (142nd position).

Moldova’s neighbors – Romania and Ukraine rank 72nd and 137th respectively.
