Russian Black Sea Crude Oil Imports to the EU Embargo: Database of October 2025 Violations

The Monitoring Group of the Black Sea Institute of Strategic Studies and BlackSeaNews reports on the results of its own monitoring of violations of the embargo on seaborne imports of Russian crude oil into EU countries in October 2025 (see Table 1).

In October 2025, 5 violations of the EU embargo on seaborne imports of Russian crude oil from the Black Sea were recorded.
Three of them were involved the delivery of crude oil to the ports of the EU countries. Two voyages were made to the transshipment points near the EU ports.
Shipowners from Greece (2), Germany (2) and Turkey (1).
In October 2025, a total of 485.506 tons of Russian crude oil were delivered to the EU in violation of the embargo.
