Maritime Exports of Russian Petroleum Products Through its Black Sea Ports: March 2026 Database

and Black Sea Institute of Strategic Studies
The Monitoring Group of the Black Sea Institute of Strategic Studies and BlackSeaNews reports on the results of its own monitoring of maritime export of Russian petroleum products from the Black Sea and Azov Sea in March 2026.
In March 2026, 103 tankers exported petroleum products from Russian ports in the Black and Azov Seas. They performed 120 voyages and transported a total of about 3 million tons.[1][2]
Importing Countries
Petroleum products were delivered to ports in 17 countries.
Twelve tankers performed ship-to-ship (STS) transfers at offshore transshipment points in the Mediterranean Sea. One of the tankers performed STS transfer twice.
The countries with the largest volumes of imports of Russian petroleum products from the Black Sea can be found in Chart 2.
Flags
Unlike crude oil tankers, the majority of tankers transporting petroleum products in the Black Sea operate under the Russian flag. In March 2026, 32 vessels were operated under the Russian flag.
17 tankers, that performed 19 voyages, operated under the flag of Liberia. 16 tankers operated under the flag of Panama and performed 21 voyages.

Shipowners
In March, 27 tankers transporting Russian petroleum products from the Black Sea were owned by Russian shipowners. Greek shipowners ranked second with 20 tankers. 14 vessels were owned by companies from Turkey.

Sanctions
Sanctions have been imposed on 22 out of 103 tankers that transported Russian petroleum products from the Black Sea and the Sea of Azov in March, 2026.[3]

[1]Export volumes of crude oil and petroleum products are presented in the charts using the DWT (deadweight) metric. Deadweight refers to a vessel’s total carrying capacity in tons, and includes the combined weight of cargo, fuel, oil, technical and drnking water, passengers with baggage, crew, and provisions. When analyzing shipments of large volumes of crude oil and petroleum products, this convention does not materially affect the results. Even for tankers with a deadweight of 100,000–150,000 tons, the weight of fuel, water, provisions, and a relatively small crew amounts to only a few hundred tons and therefore does not significantly influence the analysis.
[2]Some tanker voyages involving different types of tankers may be related to the transportation of cargoes other than petroleum products, such as fertilizers and vegetable oil. Since Russia removed all cargo information from public access at the beginning of the war against Ukraine, it is impossible to distinguish such voyages in the database. However, according to our estimates, voyages involving tankers carrying cargoes other than petroleum products account for no more than 4–5% of all voyages.
[3]The database contains information on sanctions imposed by Ukraine, the EU, the UK, the US and Canada. Sanctions from other countries were not analyzed.
