Russian Crude Oil Imports to the EU Embargo Through the Russian Baltic Sea Ports: Database of September 2025 Violations

The Monitoring Group of the Black Sea Institute of Strategic Studies and BlackSeaNews reports on the results of its own monitoring of violations of the embargo on seaborne imports of Russian crude oil into EU countries in September 2025 through the Russian ports on the Baltic Sea (see Table 1).

In September 2025, 1 violation of the EU embargo on seaborne imports of Russian crude oil from the Baltic Sea was recorded.

The voyage was made by tanker belonging to shipowner registered in Latvia.

115.674 tons of Russian crude oil were delivered in violation of the embargo through the Russian Baltic Sea ports compared to 226.586 tons in August 2025.
