Russian Crude Oil Imports to the EU Embargo Through the Russian Baltic Sea Ports: Database of June 2025 Violations

The Monitoring Group of the Black Sea Institute of Strategic Studies and BlackSeaNews reports on the results of its own monitoring of violations of the embargo on seaborne imports of Russian crude oil into EU countries in June 2025 through the Russian ports on the Baltic Sea (see Table 1).

In June 2025, 6 violations (640.568 tons) of the EU embargo on seaborne imports of Russian crude oil from the Baltic Sea were recorded. Three voyages were performed directly to the ports of the EU countries. Three voyages were involved the delivery of crude oil to the transshipment points.

The voyages were made by tankers belonging to shipowners registered in Greece (3), UAE (1), Turkey (1) and China (1).

640.568 tons of Russian crude oil were delivered in violation of the embargo through the Russian Baltic Sea ports compared to 112.870 tons in May 2025.
