Russian Crude Oil Imports to the EU Embargo: Database of May 2025 Violations

The Monitoring Group of the Black Sea Institute of Strategic Studies and BlackSeaNews reports on the results of its own monitoring of violations of the embargo on seaborne imports of Russian crude oil into EU countries in May 2025 (see Table 1).

In May 2025, 9 violations of the EU embargo on seaborne imports of Russian crude oil from the Black Sea were recorded.
5 of them were involved the delivery of crude oil to the ports of the EU countries. Four voyages were involved the delivery of crude oil to the transshipment points.
Shipowners from Greece (6), Turkey (1), Azerbaijan (1) and Marshall Islands (1).
In May 2025, a total of 966.477 tons of Russian crude oil were delivered to the EU in violation of the embargo.
