Russian Black Sea Ports Petroleum Products Imports to the EU Embargo: Database of December 2025 Violations

and the Black Sea Institute of Strategic Studies
The Monitoring Group of the Black Sea Institute of Strategic Studies and BlackSeaNews reports on the results of its own monitoring of violations of the EU and G7 embargo on the seaborne imports of Russian petroleum products from the ports on the Black and Azov Seas into EU countries (the embargo) in December 2025 (see Table 1).
Note! The information provided does not apply to crude oil – the results of monitoring violations of the embargo on the imports of crude oil are presented separately.

In December 2025, 13 violations of the EU embargo on seaborne imports of Russian petroleum products (excluding crude oil) from the Black Sea were recorded.
11 of violations involved the delivery of petroleum products to a transshipment points off the coasts of Cyprus and Romania. 2 direct voyages were made to the ports of the US.
In December 2025, 506.897 tons of Russian petroleum products were delivered in violation of the embargo.
All voyages were made by tankers belonging to shipowners registered in the following countries:
