Trends in Russia’s crude oil exports from Black Sea ports in June 2023: The growth continues

The Monitoring Group of the Black Sea Institute of Strategic Studies and BlackSeaNews reports on the results of its own monitoring of the main trends in seaborne exports of Russian crude oil from the ports on the Black and Azov Seas in April-June 2023 (See Tables 1, 2).

As we reported earlier, the exports of Russian crude oil from Black Sea ports in March 2023 set a record of 5,565,874 tons. This significantly exceeded the results of all the previous months since April 2022.
In April 2023, crude oil exports slightly dropped: they amounted to 4,822,058 tons, a 787,751-ton, or 14.2%, decrease compared to the previous month. However, in May 2023, the exports of Russian crude oil from Black Sea ports recovered and amounted to 4,972,058 tons. The month-on-month increase was 193,935 tons, or 4.06%.

In June 2023, the growth in Russian crude oil exports from the ports on the Black and Azov Seas continued.
These seaborne exports amounted to 4,994,141 tons (a slight month-on-month increase of 22,000 tons, or 0.44%).

However, in June, an important change occurred.
Whereas in April and May 2023 the growth was achieved due to EU countries (that is, because of embargo violations),

in June 2023, the high level of exports was once again (as well as in March) maintained by shipment to non-EU countries.
In June, the volume of crude oil exports to the EU decreased by 419,575 tons (–27.00%), and the volume of exports to non-EU countries increased by almost the same amount, 441,658 tons (+ 12.92%).
The breakdown by country is presented below (Table 1)

Most likely, the decrease in the number of violations of the EU embargo is a result of the fact that in June it became widely known that the 11th package of EU sanctions would provide that tankers committing such violations would be prohibited from entering the ports of EU countries.
This is indeed stipulated by the decisions adopted by the EU on 23 June 2023, which will come into effect on 24 July 2023.

Whereas in April-May 2023 traders in Russian oil and tanker owners believed that violations of the EU embargo did not lead to any consequences, in June 2023, they realised that they could be held responsible.
It should be added that in June 2023, 42 tankers transported Russian oil from the Black Sea. 15 of them (35.7%) belong to companies from EU countries (14 – to Greek shipowners, 1– to a Latvian one). 9 tankers (21.4%) belong to Turkish shipowners. Therefore, from 24 July 2023, 57% of the tankers may lose the possibility of transportation to the ports of EU countries.
A detailed analysis of violations of the embargo on seaborne imports of Russian crude oil will be provided in a separate article.

In order to get the full picture, it should be added that the exports of Russian petroleum products also rose in June reaching a record level of 4 million tons again.
The increase in the exports of Russian petroleum products in June 2023 amounted to 510,613 tons, or 14.55%. It is noteworthy that, similarly to the situation with Russia’s crude oil exports, the growth in the exports of petroleum products was achieved due to non-EU countries amid the reduction in the number of EU and G7 embargo violations. This will also be analysed in a separate article soon.
Important notes:
a) The Russian Federation exports crude oil and petroleum products (fuel oil, gas oil, and solar oil) from the ports on the Black and Azov Seas. They are exported by different types of vessels – crude oil tankers and oil/chemical tankers (or oil products tankers) respectively. Crude oil tankers are usually very large: in the Black Sea, one such tanker takes from 100 to 150 thousand tons of crude oil. Oil products tankers have a significantly lower freight-carrying capacity: the commonest are in the ranges of 3-5 and 25-30 thousand tons.
b) Two separate streams of crude oil are exported from Black Sea ports: crude oil of the Russian Federation (from the ports of Novorossiysk, Taman, and Tuapse, from the transshipment points in the Kerch Strait and to the south of it) and crude oil of the Caspian Pipeline Consortium (CPC) – from a separate terminal of the port of Novorossiysk. The CPC’s crude oil contains 80% of Kazakh oil and 20% of oil produced in Kazakhstan by the Russian company Lukoil. Kazakh oil is not under sanctions, although it is transported through the territory of the Russian Federation.
c) In tables and figures presenting the volume of exports of crude oil and petroleum products, the indicator DWT (deadweight) is used – a measure of how much weight a ship can carry. It is the sum of the weights of cargo, fuel, lubricants, technical and drinking water, passengers, luggage, crew, and provisions. When analysing the transportation of large volumes of oil and petroleum products, other types of cargoes carried by a ship do not significantly influence the results, since even on tankers with a deadweight of 100-150 thousand tons, the sum of the weights of fuel, water, provisions, and a small crew is in the hundreds of tons and does not affect the results of the analysis.
d) This analytical report does not take into account the volume of exports of crude oil and petroleum products from the Russian Federation to the Black Sea ports and transshipment points of Romania and Bulgaria.
e) In tables and figures, for convenience, the term "EU+" is used, which covers not only EU member states but also the USA, the UK, and Monaco. The appropriateness of such grouping is justified by the fact that the exports of Russian crude oil and petroleum products to these countries are very insignificant.
f) In the database of oil tankers at the end of the article, “Crude oil tanker CPC” means that this tanker carries oil from the Caspian Pipeline Consortium’s terminal. Tankers carrying crude oil of the Russian Federation are marked as "Crude oil tankers.”
