Maritime Export of Russian Crude Oil from Baltic Sea Ports in May 2026

The Monitoring Group of the Black Sea Institute of Strategic Studies and BlackSeaNews reports on the results of its own monitoring of maritime export of Russian crude oil from the Baltic Sea in May 2026.
In May 2026, 89 crude oil tanker voyages were made from Baltic Sea ports. Export volume was 11 million tons[1].
Importing Countries
The crude oil was delivered to ports in 9 countries. The trend of increasing exports to India continued: 63% (nearly 7 million tonnes) of crude oil exported from the Baltic Sea was transported to India.
The countries with the largest imports of Russian crude oil from the Baltic Sea can be found in Chart 2.

Flags
In May 2026, the largest number of crude oil tanker voyages from the Baltic Sea was carried out by vessels flying the flags of Panama, Liberia, and Sierra Leone — 17, 16, and 13 voyages, respectively.
The distribution by flag state is presented in Chart 3.
Shipowners
Greek shipowners were the leading group among carriers of Russian oil, as usual. In May, 29 tankers exporting Russian oil from the Baltic Sea were owned by Greek shipowners. More detailed information is provided in Chart 4.

Sanctions
Of the 89 tankers that carried crude oil from the Baltic in May 2026, the majority — 52 — are already under various sanctions.[2]

[1]Export volumes of crude oil and petroleum products are presented in the charts using the DWT (deadweight) metric. Deadweight refers to a vessel’s total carrying capacity in tons, and includes the combined weight of cargo, fuel, oil, technical and drnking water, passengers with baggage, crew, and provisions. When analyzing shipments of large volumes of crude oil and petroleum products, this convention does not materially affect the results. Even for tankers with a deadweight of 100,000–150,000 tons, the weight of fuel, water, provisions, and a relatively small crew amounts to only a few hundred tons and therefore does not significantly influence the analysis.
[2]The database contains information on sanctions imposed by Ukraine, the EU, the UK, the US and Canada. Sanctions from other countries were not analyzed.
