EU to allot Romania and Moldova 6.7 million Euros for improving response capacity of mobile emergency services at state border

On March 6, 2013, the second contract for a Large Scale Project within Joint Operational Programme Romania – Ukraine – Republic of Moldova 2007-2013 was signed: “Improvement the response capacity of Mobile Emergency Service for Resuscitation and Extrication (SMURD) through a joint integrated system for efficient monitoring and disaster consequences mitigation, in regard to population in the common boundaries Romania, Ukraine and Republic of Moldova”.

The project will be implemented by the Ministry of Internal Affairs, Romania - General Inspectorate for Emergency Situation, as the projects lead partner, in partnership with General Inspectorate of Aviation from the Ministry of Internal Affairs, Romania and Ministry of Internal Affairs, Republic of Moldova. Romanian Ministry of Health is also participating in this project, as associate. The project will be implemented in 2 years and will lead to increased action possibilities in the border areas of Romania and Republic of Moldova, on a distance of app. 1330 km, covering following counties: Iasi, Vaslui, Galati, Tulcea, Braila from Romania, and the entire territory of the Republic of Moldova.

Within the project, common exercise will take place in order to improve the skills of staff in managing emergency situations, and the specific legal frame of emergency situations will be analyzed in order to develop some joint procedures of notification, monitoring and intervention.

Through this project, the Romanian partners will purchase: a helicopter equipped for quick interventions, whose operation will be provided by the Romanian side, a special duty machine for decontamination of personnel, field and technique, respectively special intervention equipments, while the Moldovan partner will purchase special vehicles for providing first aid, medical emergency care and extrication, vehicles for radioactive and chemical investigations, respectively for evacuation of population in case of disaster as well as portable radio communication devices.

The project has a value of approximately 6.7 million EUR out of which 90 % are funds provided by European Neighborhood and Partnership Instrument through Joint Operational Programme Romania-Ukraine-Republic of Moldova 2007-2013, and 10% are ensured by the project partners as co financing.
