Moldovan delegation participates in extraordinary meeting of Parliamentary Assembly of Black Sea Economic Cooperation

On February 26, 2013 a parliamentary delegation, led by Democrat MP Iurie Bolboceanu, participates in an extraordinary meeting of the Permanent Committee of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC), the parliament’s communication and public relations department has reported.

The meeting is held in Istanbul, Turkey and is dedicated to the 20th anniversary since the PABSEC’s creation on 26 February 1993.

The topic of the extraordinary meeting is ”The activity of the Parliamentary Assembly of the Black Sea Economic Cooperation – past experience and future prospects”.

Bolboceanu delivered to the participants in the meeting the message from the part of Parliament Speaker Marian Lupu on the occasion of the PABSEC’s 20th anniversary.

Bolboceanu mentioned the fruitful and long-lasting cooperation of the Moldovan parliament with the PABSEC.

Bolboceanu emphasized the fact that Moldova saw the PABSEC as an important platform for the consolidation of the regional cooperation and for enhancing the value of the economic potential of the states of the Black sea area, as well as an important forum for the exchange of views and opinions on many joint interest issues.

Moldova is a founder member of the Organization of the Black Sea Economic Cooperation (BSEC) and of the PABSEC.

The PABSEC has been created due to some major political changes, which took place at the end of the '80, in the 20th century, when the countries of the Black sea region reappeared on the world scene. The fact that these states have managed to identify means to stimulate the national development and the European integration was meant to transform the Black sea region into a stable, prosperous and peaceful zone.

"The Summit Declaration on the Black Sea Economic Cooperation " and "the Bosphorus Statement", signed in Istanbul on 25 June 1992, have defined the fundamental principles and the goals of the Black Sea Economic Cooperation, officially setting up a new regional cooperation process with the participation of 11th states, such as: Albania, Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Turkey and Ukraine.

On 26 February 1993, in Istanbul, the representatives of nine states - Albania, Armenia, Azerbaijan, Georgia, Moldova, Romania, Russia, Turkey and Ukraine - adopted "the Declaration on the creation of the Parliamentary Assembly of the Black Sea Economic Cooperation". In June 1995, Greece joined the assembly as its 10th full-fledged member. Bulgaria and Serbia joined the PABSEC in June 1997 and in April 2004, respectively.

Being an inter-parliamentary body of the Black Sea Economic Cooperation, the PABSEC has joined the efforts of the national parliaments in order to ensure the understanding and the acceptance of the PABSEC’s ideals and goals by the their people. The organisation also aims at ensuring a juridical basis for economic, trade, social, cultural and political cooperation, working out a legislation for the implementation of decision taken by the member states, assisting national parliaments in consolidating parliamentary democracy and cooperation with other international or regional organizations.
